The Cuban government regulates the import of household appliances through Non-State Management Forms (FGNE). This was explained by Welner Collejo Jerez, deputy director of the National Office for the Rational Use of Energy (ONURE), when providing details regarding these provisions in a recent interview with Buenos Días Magazine.
According to Collejo, Cuba has had regulations for the import of high-efficiency equipment for many years.
Currently, the resolutions 235 and 236 of the Ministry of Energy and Mines, approved and updated in 2021, are in force. These resolutions establish the procedure to endorse the energy efficiency of end-use energy and generation equipment with renewable sources that are imported, manufactured, assembled and marketed in the country.
According to the information offered, the forms of state management, which have increased in recent years, have already begun to import this equipment. “This is beneficial to have a variety of high-efficiency equipment in the country,” he noted.
Import of end-use energy equipment
However, the manager recalled that, so far, the FGNE are not yet authorized to import this equipment. Therefore, they must do so through one of the importers that are already established and approved by the Ministry of Foreign Trade.
It is importers They maintain relations with ONURE and are responsible for managing these permits, that is, the approval permit or technical acceptance permit of the equipment or equipment.
According to Collejo, these resolutions mainly regulate around 15 household appliances — among which are refrigerators-freezers, pressure cookers, rice and multipurpose cookers, freezers, washing machines, air conditioners — and ONURE is in charge of technically endorsing them and granting the technical approval acceptance permit, commonly known as the import permit.
The official recommends going to the ONURE offices and that the forms of state management, in this case through the importers, not sign the established contracts until this resolution is known and discussed, the established tests are carried out through laboratories and technical acceptance is already obtained.
“If a piece of equipment is tested and it does not pass that test, several laboratory tests are carried out to guarantee that it has the required quality for its subsequent commercialization,” he added.
Likewise, he clarified that Natural persons in Cuba cannot directly import end-use energy equipment“but they must do it through a different channel.”
Finally, he reported that the state management forms can go to the provincial offices or the national office located in the Ministry of Energy and Mine at any time and at any time to seek training or guidance.
