As the Russia-Ukraine war continues, the leaders of the 27 EU countries unanimously agreed to set up a four-year aid fund of 50 billion euros (the same below, regarding 53.9 billion U.S. dollars). At the same time, they increased other foreign aid funds, invested in arms production capacity, immigration affairs, etc., totaling 646 billion euros. In response, Ukrainian President Zelensky said that Europe is showing unity and will not be undermined by any force from the Kremlin.

In response to the European Commission’s proposal for a Ukrainian mechanism to allocate funds at once to assist Ukraine’s post-war reconstruction from 2024 to 2027, Hungary originally had different opinions and supported approving the budget once a year, so that there would be more opportunities to use the card case in exchange for other benefits. This time Hungarian Prime Minister Orban softened his attitude, and the EU summit quickly reached a conclusion.

According to Reuters, France and Ukraine signed a bilateral security agreement on the 16th. The French presidential palace Airise Palace pointed out that Paris vowed to deliver more weapons and up to 3 billion euros in military aid to Kyiv this year, and to train the army on its behalf to assist Ukraine fights Russian aggression.

Under the agreement, France promised to provide Ukraine with more military equipment, especially air defense systems. Ukraine has previously reached similar agreements with the United Kingdom and Germany.

The German think tank “Kiel Institute for World Economics” said that the EU’s military aid to Ukraine must be doubled to fill the gap caused by the failure of the US Congress to pass a new aid package for several months. Republican members of the U.S. House of Representatives are still blocking Congress from passing a new $60 billion military aid package for Ukraine even as existing funds have dried up.

In addition, it is reported that Russia and Ukraine were fighting fiercely in Afdiivka, one of the strategic towns in eastern Ukraine. After the Russian army broke through the key supply line and completed the encirclement, the Ukrainian army withdrew from some positions on the 16th. It may be a matter of time before the city falls.

The Washington Post pointed out that if Avdivka is captured, it will represent the Russian army’s most important battlefield victory since the failure of the Ukrainian counteroffensive last summer.
