In order to strengthen the bilateral labor cooperation relationship with the Indian government, China signed an MOU with India Video on the 16th. The Ministry of Labor stated that it will hold a working-level meeting to continue to discuss the future open industries and amounts of migrant workers in India, the source areas of migrant workers, employment qualifications and Recruitment methods and other details will be given, and priority will be given to Indian workers with certain academic experience and good English skills. Initially, small-scale pilot introduction will be adopted, and the results of opening will be reviewed regularly. If the implementation results are good, the opening will be gradually increased.

The Ministry of Labor further pointed out that the MOU clearly stipulates that the open industries and number of Indian migrant workers are determined by us. The Indian side will recruit and train Indian migrant workers according to our needs, and introduce employment in accordance with the laws and regulations of both parties. The Ministry of Labor will follow the “Treaty Conclusion Law” Submit the MOU to the Legislative Yuan for review and review, and hold a working-level meeting with the Indian side as soon as possible to discuss implementation details, including opening procedures, industry size, source areas, language ability, expertise qualifications and recruitment methods, etc. Only following the preparatory work is in place will it be carried out in accordance with the law India is announced as a new source country of migrant workers, and employers can freely choose to introduce them from all open source countries of migrant workers based on individual needs.

Will 100,000 Indian workers come to Taiwan immediately following the signing? Chen Mingren, executive deputy director of the Ministry of Labor, said that the MOU is only a framework agreement. It still needs to be held following the signing of the MOU at the working level meeting to determine how many people will be introduced in the future and what industries will be opened to use. “There will not be many people coming in all at once.” Executive Yuan officials said that the content of the MOU signed by both parties will clearly stipulate that Taiwan will decide the industries and number of Indian migrant workers open to migrant workers. The Indian side will recruit and train Indian migrant workers according to Taiwan’s needs, and introduce employment in accordance with the laws and regulations of both sides. There is absolutely no truth to the recent rumors on some Internet that a large-scale recruitment of 100,000 migrant workers will be carried out.

However, foreign-related people pointed out that currently only the “signing” by video can be considered completed, and the MOU process is still in progress only following the subsequent exchange of letters and discussion of relevant details are completed.
