With 70 votes in favor, the deputies of the Legislative Assembly approved the creation of the Parliamentary Ethics Committee for the period 2021-2024, as indicated in the Internal Regulations of the Legislative Assembly (RIAL) and the protocol of understanding.
“To be consistent with this new vision of the country, with this committee is where we are completely getting rid of the disastrous history that succumbed to the Salvadoran people and the actions of the previous legislatures where ethics flew out the window, because the legal or the values did not matter.commented deputy Jorge Castro.
According to what is established in the RIAL, the mechanism required to carry out a process, whether or not it is sanctioning, is that the members of the committee are those who receive in writing the complaints, complaints or accusations once morest legislators who fail to comply or violate their duties and ethical prohibitions.
In addition to this, the complaint must be accompanied by conclusive and truthful evidence, otherwise it will be classified as defamatory and the accuser will have the obligation to compensate the designated legislator for damages.
The committee will maintain the same proportion as the different commissions that work daily, so it will be made up of six deputies from the New Ideas parliamentary group (three of them will have the position of presidency, secretary and rapporteur).
The rest, who would play the role of members, will be distributed as follows: One deputy from the Grand Alliance for National Unity (GANA), one from the National Concertation Party (PCN), one from the Christian Democratic Party (PDC ), one from the Nationalist Republican Alliance party (ARENA) and one from the Farabundo Martà National Liberation Front (FMLN).
The cyan bench proposed the name of the six members of its party who might make up the board: As president of the committee it would be the parliamentarian Raúl Castillo, as secretary the deputy Caleb Navarro and as rapporteur the legislator Mauricio Ortiz; while as members, the delegates Jonathan Hernández, Elisa Rosales and Rubén Flores.
While the rest of the members will be Reynaldo Carballo (PDC), Reynaldo Cardoza (PCN), Marta Pineda de Navas (GANA) and Silvia Ostorga (ARENA).
