Aware of the great productive potential that exists in the fields of Ñuble, the municipality of Chillán and the World Bank are analyzing the best options for the development of the territory through adding value to agricultural production, such as the implementation of an Economic Zone Special (EEZ).

World Bank experts based in Chile interviewed electronically with professionals from the Department of Economic and Productive Development (Didepro) of the municipality and representatives of the business associations that make up the Employability and Entrepreneurship Table, such as the Chambers of Commerce, the Chilean Chamber of Construction and the Ñuble Farmers Association.

Renato Segura, director of Didepro, indicated: “we are looking for alternatives to implement regional public policies to develop agricultural activity, which is the main potential that Ñuble has today. In that context we saw a study carried out by the World Bank, which did an analysis of precisely the special economic zones.”

The World Bank recommendation that appears to be most pertinent is “to start looking at territorial economic planning in such a way as to be able to generate a cluster or grouping of companies associated with the most powerful activity that we have, which in this case is agriculture.”

Segura highlighted that the initial proposal considered consisted of generating a Special Free Zone in order to attract investments through tax incentives, but the most consistent proposal for local development seems to be “generating technological nodes in such a way that we can incorporate better conditions for farmers, especially smaller ones, to produce more profitably, but also developing markets.”

He added that “the interesting thing regarding this first contact is that” we are incorporating new actors to generate in this way a more effective work plan to be able to develop the agricultural sector and get out of the last places of poverty that it faces today unfairly from my point of view. from the region’s point of view.”

During the meeting, in addition to Segura, the president of the Chillán Chamber of Commerce, Alejandro Lama; the president of the CChC Chillán, Ricardo Salman; and the vice president of the Ñuble Farmers Association, Álvaro Gatica; in addition to World Bank experts, Eric von Uexkull, Alberto Portugal and Francisca Corona.

Ricardo Salman commented: “the meeting was very interesting, especially considering the experience that the World Bank team of researchers has. We have to analyze this issue in depth.”

In turn, Álvaro Gatica assured that “the activity was very pertinent to seek proposals to face our reality, the low economic activity of our small agriculture. We must continue to deepen this line.”

For his part, Alejandro Lama mentioned that “it was a very powerful activity, due to the presence of the unions and the World Bank. It is necessary to continue advancing in greater knowledge regarding the Special Economic Zones, and in particular, it is important that, with the open channel with the World Bank, we might gather information regarding the experience in the world to successfully face the increase in agroindustrial activity.” .

He stated: “we should not seek to invent the wheel in the search for solutions for the development of our region.”
