Lowest Results in Ten Years: Voluntary Resettlement Program for Compatriots to Russia

In 2023, the program for the voluntary resettlement of compatriots to Russia showed the lowest results in the last ten years. About 60 thousand people applied to participate. Of these, only 45 thousand people reached the territory of the Russian Federation. The Main Directorate of the Ministry of Internal Affairs for Migration Issues reports this in its quarterly monitoring.

“In 2023, 63.6 thousand compatriots contacted the bodies of the Ministry of Internal Affairs and the Ministry of Foreign Affairs,” reports “Kommersant” information from monitoring. It is noted that of this number, 55.4 thousand people received certificates of participation in the program. In turn, only 45.1 thousand people arrived in Russia and registered.

In 2022, 112.7 thousand people expressed their desire to participate in the voluntary resettlement program. Of these, 100.3 thousand people received certificates, and 64.8 thousand reached the Russian Federation. A similar decrease in interest in the program was recorded in 2020.

The first deputy chairman of the State Duma Committee for Relations with Compatriots, Konstantin Zatulin, sees two reasons for the decline in interest. The first is the program’s shortcomings. It does not create enough incentives, but there are many obstacles to resettlement. The second reason is the conduct of a special operation.
