European Industrial Alliance for Small Modular Reactors (SMR): Call for Applications and Emissions Reduction Targets

The Commission is today launching and call for applications for the new European industrial alliance for small modular reactors (SMR). SMRs are nuclear reactors much smaller than conventional nuclear power plants, and their production can rely on factory-assembled systems and components. By strengthening cooperation at EU level, the Alliance will accelerate the deployment of the first SMRs in the EU by the early 2030s. This will be done while respecting the highest standards of safety and security. nuclear safety and environmental sustainability, while promoting industrial competitiveness.

The Communication published this week on a recommended emissions reduction target for 2040 highlights that all zero and low carbon energy solutions (including renewables, nuclear, energy efficiency, storage, CCS, CUC, carbon removals, geothermal and hydropower , along with all other current and future “net zero” energy technologies) are needed to decarbonize the energy system over the coming decades.

Today’s call for applications is aimed at a wide range of stakeholders, including vendors, utilities, specialized nuclear companies, financial institutions, research organizations, training centers and civil society organizations that meet the eligibility criteria set out in the mandate of the alliance. The initial call will be open for applications until April 12, followed by subsequent calls to ensure up-to-date membership.

Small modular reactors have several advantages over conventional nuclear power plants. They are much more flexible in terms of site selection, construction speed and the amount of cooling water needed. They also attract more private investors thanks to their lower initial costs and shorter development times. They are well suited for use in integrated energy hubs (e.g. combined with sometimes intermittent renewables) and replacing fossil fuel-powered power plants. They are able to provide electricity and heat for industry and district heating and might be used to produce low-carbon hydrogen.
