Many wind power projects in Dak Nong are motionless in the sky

According to the People’s Committee of Dak Nong province, in the area there are 6 wind power projects approved by the Prime Minister to supplement the adjusted Power Planning VII, including Dak N’Drung 1-100MW wind power project, Dak N’Drung 2- 100MW, Dak N’Drung 3-100MW, Dak Hoa -50MW, Asia Dak Song 1-50MW, Nam Binh 1-30MW.

Up to now, Nam Binh 1 Wind Power Plant Project has completed investment (total investment capital is regarding over 1,000 billion VND); 3 projects of Dak N’Drung Wind Power Plant 1,2,3 have invested regarding 5,800/10,525 billion VND (reaching 55% of total investment capital); Dak Hoa 1 Wind Power Plant Project has invested and completed the project (with a total capital of regarding 1,624 billion VND) and generated commercial electricity; Asia Dak Song 1 Wind Power Plant Project is in the process of completing relevant procedures to deploy construction.

Regarding wind power projects, leaders of the Department of Industry and Trade of Dak Nong province said that there are many problems and difficulties such as: Bauxite planning problems, site clearance, policy mechanisms…

According to the leaders of Dak Nong Provincial People’s Committee, when approving investment in 6 wind power projects, the province expects to make a major contribution to promoting local economic development and exploring the potential of renewable green energy. However, the implementation faces many difficulties, leading to the fact that currently only 1 wind power project is commercially operated, the rest have not been deployed yet.

Talking to PV Dan Viet, leaders of the Department of Industry and Trade said that it is expected that the 6 completed investment projects will contribute regarding 430MW to the national power grid, and at the same time contribute regarding 200 billion VND/year to the state budget. Up to now, although only 1 project has been put into commercial power generation, a total of 6 projects have paid regarding 50.9 billion VND to the State Budget. Given that Dak Nong is a province with many difficulties, the early completion of wind power projects is very important in fulfilling the local socio-economic targets.

Regarding wind power projects in Dak Nong, the Government Inspectorate has concluded, pointing out many violations. Specifically, the People’s Committee of Dak Nong province issued decisions approving the investment policy of 6 wind power plant projects including Nam Binh 1, Dak Hoa, Asian Dak Song 1, Dak N’Drung 1,2,3. The location of the project’s land areas has not been planned to be used for the purpose of building energy projects.

Notably, 5/6 wind power plant projects were leased land to investors by the People’s Committee of Dak Nong province with a total area of ​​nearly 65 hectares located in the zoning planning area for exploration, exploitation, processing and use of gas. The period 2007-2015, with a view to 2025, was previously approved by the Prime Minister.

In addition to violations in approving investment policies and leasing land for project implementation, the Government Inspectorate also pointed out many violations in the commencement, acceptance and commercial operation of power plant projects. wind in Dak Nong province.

Among these, Nam Binh 1, Dak Hoa, Dak N’Drung 1,2,3 wind power plants have started construction when the construction land has not been leased by the People’s Committee of Dak Nong province. Particularly, the Nam Binh 1 wind power plant project started construction without notification of the technical design appraisal results from the Department of Electricity and Renewable Energy, Ministry of Industry and Trade.

The Government Inspectorate requested the People’s Committee of Dak Nong province and the Ministry of Industry and Trade to preside over and direct the review and handle responsibilities with organizations and individuals related to the shortcomings and shortcomings that have been pointed out. The Government Inspectorate also proposed that the Prime Minister assign the Ministry of Public Security to receive records and documents for review and investigation related to the management and use of land for investment in 5 wind power projects (except for the Power Project). wind Asia Dak Song 1 due to not yet being built) overlapping on planned land.

Mr. Le Van Chien, Standing Vice Chairman of Dak Nong Provincial People’s Committee, said that the locality is urgently directing to overcome shortcomings according to the Conclusion of the Government Inspectorate, proactively handling the contents according to its authority. Recently, the province has repeatedly worked and made direct recommendations to relevant units at the central level to overcome the above difficulties.
