Although the ruling that ordered the suspension of tolls in Puente Piedra was known more than two hours ago, the measure has not yet been adopted by the Rutas de Lima company, according to the Canal N cameras.

After the presentation of a precautionary measure by the Casa Huerta El Paraíso-Puente Piedra Association, the Superior Court of Justice of Lima ordered the suspension of the collection, in the midst of the police protection in the face of the announcement of protests and four days following the increase was carried out. at S/ 7.50.
The court’s ruling orders Rutas de Lima SAC to refrain from collecting tolls at the Chillón Toll Gates, located on the Pan-American Highway North, and provides for the temporary closure of these structures. In addition, an inspector, specified as Carlos Javier Farfán Condori (with DNI No. 10880109), is appointed to periodically verify compliance with these precautionary mandates.
The resolution also provides for the execution of this precautionary measure, requesting the collaboration of the National Police of Peru if necessary and urging the cooperation of a Specialized Civil Court of Puente Piedra-Judicial District of Ventanilla for its effective execution. Likewise, it establishes a counter-caution on the part of the applicant, set at S/ 700,000.00 soles.
This judicial procedure responds to the concern of certain sectors of the population regarding the impact of tolls on their daily economy and access to alternative routes at no cost, focusing on ensuring that the rights of users and the collective interest are not irreparably harmed while the nullity of the aforementioned concession contract is processed.
The mayor of Ancón, Samuel Daza, celebrated the court decision and urged the authorities to quickly resolve the issue in order to “annul the contract that does not provide any legal guarantee and violates the main right of free transit.”
“It is a historic day, we consider that what came out today prohibiting collection immediately is a fair measure. […] “This is a precautionary measure presented by a sector of Puente Piedra taking into account that the only way to leave Ancón towards the Center of Lima is to go through the toll, violating free transit,” he declared to Canal N.
It is worth mentioning that this appeal formulated is independent of the habeas corpus presented by Mayor Rafael López Aliaga before the Constitutional Court (TC). Before Judge Pedro Hernández, the mayor mentioned that “the rate increase started at 2 soles, it went to 6.50, it is going to 7.50, but it is going, at least, to 17 soles.”

In his presentation, the former presidential candidate for Renovación Popular mentioned that the cancellation of these tolls would not affect the legal stability of any other concession, as Rutas de Lima points out.
“There are more than 200 concessions, but none have this birth of 2 corrupt wills: Mrs. (Susana) Villarán, the only one on Earth who declares her wrongdoing, and at the head of the most corrupt company in the history of humanity (Odebrecht). So, the other concessions do not have to be involved,” she noted.
Likewise, he pointed out that the contract does not allow the authorization of alternative routes to avoid payment. “I have never seen this in my life. Any alternate route, if it might be done, is going to be a demand on this cursed contract. There it is mentioned that any decrease in income, read possible alternative route, is considered outside the toll, which has to be reimbursed by MuniLima,” he claimed.
“What would have happened if this concession had been given to Raúl Ferreiro. We can do it, MuniLima might put it in La Molina. What would happen? The lawyers present here, who live in the area, would all go with a habeas corpus or an amparo. And given the power they have and the media presence they have, they would have an immediate protection action, a precautionary one,” he protested.
