Although the opinion issued by the council’s finance commission regarding the second modification to the expenditure budget for fiscal year 2023 presents some observations, yesterday followingnoon, it was unanimously approved by members of the City Council in an extraordinary session .
It was reported that a fire truck that was donated to the municipal presidency of Tula apparently entered as an expense in the aforementioned official document.
In addition, it was announced that there was a difference of approximately twenty-six million pesos less in collection, since 107 million pesos were stipulated as a budgeted goal of own resources the previous year and only around 81 million pesos were collected.
Councilor Ricardo Baptista expressed that following the aforementioned opinion that was presented in the extraordinary session was read, he had some observations that were made to him and questioned how the fire vehicle that Pemex donated to the City Council supposedly entered as an expense.
“Even Mayor Mario Francisco Guzmán went to receive that car as a donation and now we, the councilors, need a thorough analysis of the ruling,” he indicated.
The popular representative assured that the Tula mayor’s office also failed in the year 2023 in collecting its own resources, since the majority of the citizens of this municipality did not pay their property tax.
“Reality reflects that the City Council might not do more in this regard and it is regrettable that the residents did not pay their taxes and, therefore, how were the local authorities going to build works and offer good public services if there were not enough resources for it” accurate.
While councilor Araceli Rivera Díaz indicated that the opinion in general was an exhaustive work, however, observations were made because apparently there were some payments that were made without adequate procedures or justification and it will be the comptroller’s office that will carry out a detailed review of these topics.
Finally, the municipal president Francisco Guzmán pointed out that the ruling was made with good and bad transparency, which is why the state comptroller’s office is already investigating so that the requests of the citizens of Tula are not affected.
