PORTLAND, Ore. —
Police arrested a woman on Monday accused of stealing a car with two children inside.
Portland police said the theft happened around 2:45 p.m. on North Interstate Avenue.

The children’s father had left the car running while he went into a store. When he came back, he saw the woman jump into the front seat and tried to stop her.
“I saw the car parked out in front here, and the guy at the driver’s side. I saw a little girl standing on the sidewalk, kind of to the side of the car. And he was on the driver’s side with the door open, and I heard the tires peel off. So when I looked up he was getting basically taken off with the car — hanging onto the door. The driver’s side door,” said Lucas Congdon, who witnesses the car theft.
The woman took off with the two children, a 9-year-old and an 11-year-old still in the back seat.
Police said those children jumped out of the car when it was stopped at a light near Northwest 15th Avenue and Glisan Street.
The children flagged someone down, who called 911.
Police spotted the suspect in the car and chased her into the state of Washington. Police took her into custody just south of the Northeast 134th Street exit.
Police have not yet released her identity, because she has not yet been booked into jail.
