The Ministry of Transportation and Communications (MTC) commissioned Proinversión with two new project packages to be concessioned through the Public-Private Partnerships (PPP) modality that require, together, an estimated investment amount close to US$ 4.2 billion.

This is the commissioning of a PPP portfolio of 21 conservation projects for road corridors and the Third Group of Airports, which includes the operation and maintenance of the Chinchero airport, which is carried out within the framework of the Multiannual Report on Investments in Public-Private Partnerships 2023-2026 (IMIAPP 2023 – 2026) of the MTC, which has a favorable prior report from the Ministry of Economy and Finance (MEF) and which would be approved in the coming weeks.

According to Proinversión, the conservation of road corridors is national, with the objective of strengthening the connection of regions and linking national and international markets, promoting road integration as a means to reactivate the local economy and benefit users. , reducing travel times and logistics costs.

In addition, he specified that, of this package of 21 road projects, considering only the conservation costs of the 19 roads, it is estimated that the value of the maintenance and operation interventions will amount to approximately US$ 2.5 billion, while the other two roads remaining, will require rehabilitation, improvement, operation and maintenance works whose investment amounts are preliminarily estimated at regarding US$ 1,110 million.

Unlike conventional road maintenance that is carried out by volume of work, these road conservation PPP projects will be measured by service levels with indicators related to surface, functional, structural and safety conditions.

It should be noted that road conservation only requires systematic technical programming, but not pre-investment studies, as these are preventive or corrective works.

Proinversión estimated that in the third quarter of 2024 the structuring phase of these 21 projects would be completed to proceed with the call for an international public tender, thus beginning the transaction phase. According to the tentative schedule, these road corridor conservation projects would be awarded during the first quarter of 2025.

Third Group of Airports

Additionally, the MTC commissioned the promotion through the PPP modality, the Third Group of Airports project, which includes the air terminals of Jaén, Jauja, Huánuco, Rioja, Yurimaguas, Ilo, Chimbote and the operation and maintenance of the Chinchero airport, whose interventions are estimated at a value greater than US$550 million.

Among the expected benefits, the sustainability of the investments made by the Peruvian State is sought, specifically, in the Chinchero International Airport; as well as guaranteeing the provision of airport services at quality levels, time and safety for all passengers.

Proinversión indicated that, although the formulation stage of these airport projects is regarding to begin, in which the estimated investment amounts will be determined, the current regulatory framework allows an investor to present a private initiative to operate and maintain this Third Group of Airports.

The airport sector is regarding networks; For this reason, the most efficient alternative to boost income, maximize the useful life of the facilities and minimize the operation and maintenance costs of regional airports is to manage them jointly.

Along these lines, Proinversión considered that this package of airport projects will capture the interest of the most experienced operators in the sector for a successful award, which is intended to be executed at the end of 2025, when the physical works of the International Airport of Chinchero (Cusco).

Along these lines, José Salardi, executive director of Proinversión, pointed out that they will work to comply on time with the concession for the operation and maintenance of the Chinchero airport in 2025.

“The work continues to advance and since we already have the order, we will go with the speed of the case so that this arrives at the right time. There is an agency with the technical team to deal with it in the best way and we will calmly have the operator ready,” he told Gestión following the event to present the technical, legal and financial details of the Peripheral Road Ring.

In case the work is delayed due to any contingency, Salardi assured that the operator will be ready to enter at the appropriate time.
