At first the cause of the disaster was unknown, while survivors and rescuers worked in the snow. The cold was expected to persist for at least three more days.

The area had recorded heavy snowfall throughout Sunday night and, although its intensity is lower, that precipitation has not yet subsided, with temperatures hovering around zero degrees Celsius.

The state of the roads that give access to the affected area, which were frozen at dawn, is making rescue efforts difficult, said an employee of the local disaster management office.
