Morocco’s Ambitious 2030 Projects: Opportunities and Challenges Ahead

Between now and 2030, Morocco is committed to projects of an unprecedented scale in its history. According to estimates from the Alliance of Istiqlalian Economists (AEI), investment will exceed 1,300 billion dirhams by 2030, the equivalent of one year of national GDP. “Such a sum must be primarily directed towards the national productive sector”, insisted Abdellatif Maâzouz, president of the Council of the Casablanca –Settat region, in his opening speech of the study day of the national council of the AEI .

This meeting, which took place on Saturday January 20, was devoted to reflection on the opportunities and challenges of the Kingdom in the coming years. Under the theme “2024 – 2030: The proactive ambitions of Morocco” brought together the Istiqlalian ministers of the current government, members of the AEI, elected officials of the Istiqlal Party as well as various Moroccan economic actors.

The reflection took place in three workshops. The first had the subject: “What a dynamic of growth, inclusive, strong and sustainable; favorable to businesses and Moroccan territories and generating employment and well-being?” The second: “Morocco, economic hub and gateway to Africa”. And the last: “To strengthen Morocco’s resilience, accelerate its economic emergence and its social development”.

The axes of progress

At the end of these workshops, a summary of proposals was presented to the participants. The “2024-2030 Plan” which brings together these proposals is structured around four axes: infrastructure projects, new professions, the social project and tourism.

For tourism, the objective set by the AEI is to achieve the objective of 26 million tourists in 2030, boosted by the spotlight of the World Cup, with an intermediate objective of 17.5 million in 2026 The benefits are calculated in several hundred thousand jobs in tourism and crafts, as well as several billion dollars in additional travel revenue.

Regarding Morocco’s new professions, they will emerge in electric batteries with the Gigafactory projects, green hydrogen and renewable energies with Xlinks. If the potential can reach 5 billion dirhams for export, there is a risk that certain projects will not be realized or will be postponed. However, this risk is mitigated by the diversification of subjects and partnerships.

The social project will benefit from an injection of 40 billion dirhams annually in the form of direct social assistance and housing assistance, reinforced by a significant increase for teachers. Finally, the infrastructure projects are the national water plan, the reconstruction of Al Haouz and the infrastructure of progress (TGV, highways, etc.). This will enable extraordinary growth for the construction sector and the subsequent influence of these companies beyond borders.

“As AEI, we have total confidence in the plan and in our institutions. Our role now is to spread it as widely as possible,” concluded the Alliance in its summary.
