Sanctioned Law to encourage Innovation, Science and Technology in Uruguaiana

The legislative trajectory began with Bill No. 39, of 2023, focused on the creation of the experimental regulatory environment, known as the Regulatory Sandbox. Afterwards, the Executive branch presented a more comprehensive version, Bill No. 155, of 2023, including tax benefits for the innovation technology sector.

SEPRORGS worked with legislative bodies, seeking to reconcile proposals and ensure the approval of legislation.

In addition to the creation of the Regulatory Sandbox, Law No. 5,644, sanctioned on December 15, 2023, establishes benefits and tax incentives for the Information Technology (IT) sector. Among these measures, the reduction of the ISS rate for the IT sector from 5% to 2% stands out.

The new legislation covers several aspects, consolidating measures that tend to encourage innovation and science in the region. Key devices include:

Municipal innovation system: establishes a system in which integrated sectors and actors can contribute and develop conditions to receive benefits and financing under the direct and indirect intervention of the municipality.

Municipal Innovation Council: creates a body composed of members of the municipal Executive, civil society and academia, aiming to promote interaction and discussion of ideas to boost innovation.

Science, Technology and Innovation Incentive Program (PICTI): encourages the development and expansion of knowledge in the municipality.

Municipal Innovation Award: recognizes and rewards innovative initiatives in the region.

Regulatory Sandbox Zones and innovation in Public Administration: establishes rules for the creation of zones, encouraging experimentation and the development of innovative solutions.

The new legislation provides an environment of tax benefits, incentives for research and development and more flexible regulation for experimenting with new solutions.

In addition to Uruguaiana, SEPRORGS works on the Regulatory Sandbox agenda in several other municipalities in Rio Grande do Sul, at different levels of progress, in Porto Alegre, Bento Gonçalves, Canoas, Caxias do Sul, Santa Maria and Santa Rosa.

Currently, the entity is also working on expanding the Regulatory Sandbox to the state level.

The president of SEPRORGS, Marice Fronchetti, highlights the reduction in the rate from 5% to 2%. Furthermore, it highlights the creation of an environment for technology companies to establish themselves, including the formation of a Municipal Council that will allow active participation of businesses in directing the sector in Uruguaiana.
