The Impact of Cross-Border Workers on Luxembourg’s Economy: Statec’s 2022 Report

Statec has just published its calculation of “the impact of cross-border workers on the balance of payments in 2022”. According to him, the remuneration of cross-border employees coming to work in Luxembourg amounted to 15.1 billion euros and that of cross-border employees leaving Luxembourg to work abroad amounted to 2 billion euros, “resulting in thus a deficit of 13.1 billion euros in the employee remuneration section of the balance of payments.

But that’s not all. The statistics institute indicates that in 2022, the number of entering cross-border workers increased by 4.3% compared to the previous year, with 221,251 cross-border workers counted in 2022. Among them, 118,680 come from France, 50,862 from Belgium and 51,709 from Germany.

The number of Luxembourg residents working in border countries also increased, but only by 1% with 13,956 employees affected, the majority (12,382) working for international organizations.

Statec also gives the average annual salary of incoming cross-border workers according to their country of origin. French residents receive on average 54,632 euros, Belgians 67,093 euros and Germans 67,138 euros. Figures increasing compared to 2021. The average annual salary of outgoing cross-border workers is 126,618 for those working in European and non-European institutions and 47,774 for those employed in countries bordering Luxembourg.

The difference by origin of residence is mainly explained by the sector of activity in which they work.

“Cross-border workers residing in France are largely concentrated in the trade, maintenance and repair of automobiles and motorcycles as well as in administrative and support service activities (28%), while German cross-border workers are particularly well represented in financial and insurance activities as well as construction. Just like the French, Belgians work mainly in commerce, followed by specialized, scientific and technical activities. Furthermore, the manufacturing industry still remains marked by the presence within it of cross-border workers from France who represent 52% of cross-border workers,” noted the Interregional Employment Market Observatory in the middle of last year.

In 2022, according to Statec, the average salary ranged from 43,765 euros for a woman in commerce to 128,200 euros for a man in certain financial and insurance activities.
