From Joe Lewis to public organizations, this is how Bariloche’s debt is made up

The list is extensive. Are 510 natural persons, legal entities, corporations, state-owned companies, insurers, unions, public organizations, the media, a political party and even officials, those who make up the list of creditor suppliers of the Municipality of Bariloche.

The debt with suppliers amounts to 3,442,075,714.31 pesos (as of December 29, 2023), to which must be added the liabilities that are not clearly identified yet, such as the OPS demand for the rental of machinery that former mayor Gustavo Gennuso estimated at 8 million dollars, but which is under review. Nor are there trials with a final judgment and payment agreement, such as that of the transportation company 3 de Mayo, which amounts to 251 million pesos.

The composition of the municipality’s debt was presented by the Ministry of Finance as an annex to the 2024 Budget raised by Mayor Walter Cortés and was the subject of analysis by the councilors in the last commissions.

Only with suppliers who have already issued invoices or receipts to demand payment, the liability is 3,442 million pesos, is the equivalent of three salaries of the municipal workersand as noted, there is an even greater liability missing that amounts to 16,000 million pesos in the red, as the mayor publicly denounced weeks ago.


Construction companies have the greatest demands


In the list presented by the Executive, the construction companies awarded various municipal works have the highest payment demand.

The construction company appears there Rimsol SA, originally from Bahía Blanca, which demands a payment of 520,882,226 pesos. According to official records, former Mayor Gennuso awarded this company the work of the gas network in the Villa Lago Gutiérrez neighborhood in November 2023 – a month before leaving the government – and one day before leaving he signed a price redetermination ( whose value is not yet among the invoices to be paid).

The CEB – which had a prolonged negotiation to finish defining the liability for those “hanging in the light” in popular neighborhoods – claims 143,925,386 pesos.


Joe Lewis, a party and the mayor himself


In the composition of the municipality’s demandable debt, some striking cases appear. There are individuals who have much greater debt than large companies, but there are also well-known firms such as Hidden Lake SA, the company of English tycoon Joe Lewis, which demands a payment of 503,294 pesos. It turned out that this debt is because the municipality once rented machinery to him.

Another gem is the municipality’s debt with a political party. It’s regarding the Civic Coalition – ARI which appears in two instances in the list and with different names, with a liability of 102,043 pesos and 12,945 pesos.

Several former municipal officials also appear on the payroll who claim some type of debt from the municipality. It might be unpaid travel expenses or surrenders, but it is not specified in the official information that the Treasury presented to the Council. A striking fact is that the municipality owes 245,617 pesos to Mayor Walter Cortés himself.


Provincial organizations and unions among creditors


Municipal liabilities also include unpaid accounts with state agencies, public companies, unions, and insurers. Many of these debts are directly linked to employer contributions that the municipality withheld in the workers’ salary accounts, but did not pay to the organizations. One of them is Ipross, the provincial social work, to which the Municipality of Bariloche owes 219,838,147 pesos.

The Pension Control Unit also appears with a debt of 432,585,218 pesos; Horizonte Seguros, to which 106,248,873 pesos are owed; the IPPV with 2,761,690 pesos; Sancor Seguros with 1,008,880 pesos, the Judicial Branch of Río Negro with a balance of 844,216 pesos; the Supreme Court of Justice with only 20,409 pesos; the Río Negro Police with 31,350 pesos; among others.

Among the unions, the municipality has the largest debt with the union of municipal employees Soyem, with a liability of 150,596,897 pesosbut also faces non-compliance with UPCN and the Judicial Workers Union.

The extensive list also includes several lawyers from the local forum who have intervened in different cases that have the municipality as a party, some of them representing the commune itself but who, with the fee regime, receive payments proportional to the case. The largest debt is with a lawyer who worked for the municipality and demands a payment of 29 million pesos.
