According to a report by the State Audit Office, around 11,200 hectares of building land are currently undeveloped in Upper Austria. There is also the so-called “construction expectation country”, for which there are no nationwide figures, at least not publicly available. The Green state parliament member and mayor of Attersee am Attersee Rudi Hemetsberger has therefore made a corresponding request to the state councilor Markus Achleitner (VP), who is responsible for spatial planning.

The building land expansion areas identified in the local development concepts (ÖEK) of the municipalities are referred to as building expectation land. The ÖEKs are, so to speak, a chronological update of the land use plans, which is why you also have to look at the land expected to be built in order to get a realistic view of future land consumption, says Hemetsberger. Although these areas have not yet been repurposed, they are generally valued at a higher price and are seen as an attractive investment. In his community, for example, grassland costs 5 euros per square meter, while building land costs 300 to 400 euros. Building expectations land is somewhere in between.
Study from the greater Linz area
The State Audit Office report provides an indication of how great this potential might be. A study by the spatial planning department at the Upper Austrian Office is being carried out there. State government mentioned, which has determined the building expectations in 2021 for Linz and 23 surrounding communities. With a total area of around 57,000 hectares, 11,000 hectares are dedicated to building land. Of this, 1,500 hectares are undeveloped, i.e. building land reserves, and around 1,100 hectares are also so-called building land.
