Exploring the Housing Crisis in Vaud: Vacancy Rates and Pre-emption Rights in 2023

There is still very little accommodation available in the canton of Vaud. The vacancy rate stood at 0.98% on average across the entire Vaud region in 2023. A figure lower than the average of 1.14% recorded over the last three years. If the situation seems bad, it is not as critical as in the canton of Geneva, where the rate of vacant homes did not exceed 0.42% in June 2023.

The only exceptions are the districts of Aigle and Broye-Vully. The latter experienced a vacancy rate of 1.82% and 1.83%, respectively. Figures above the threshold of 1.5%, which determines whether or not a district is in a situation of housing shortage. Thus, the municipalities of these two regions will not be able to use their right of pre-emption. Which means that public authorities will not have priority in terms of real estate purchases in 2024. Indeed, in a situation of housing shortage, municipalities are entitled to buy as a priority, in order to create public utility housing.
