Border emergency and criminal activity at the Ecuador-Peru border: What you need to know

Following the recent acts of extreme violence recorded in Ecuador, the Peruvian Government took a series of measures involving the border area with the neighboring country. The president of the Council of Ministers of Peru, Alberto Otárola, reported that it was decided to declare the entire northern border of the country an emergency. That is, Tumbes, Amazonas, Cajamarca and Loreto. Meanwhile, specialists warned of the presence of criminal groups from Ecuador already operating in Peru.

During a statement on Tuesday followingnoon, Otárola indicated that the immediate trip of the Ministers of Defense and Interior to the Tumbes region was ordered so that they might coordinate from there actions to protect the border at posts and border crossings.

The president of the PCM explained that the mobilization of a police contingent from Lima was arranged to provide support to the Peruvian police officers stationed on the border with Ecuador. The aim is to reinforce security on the border line with the neighboring country and control migrants entering our territory. This is a contingent from the Directorate of Special Operations (Diroes).

Otárola maintained that the aforementioned ministers have been coordinating with military establishments to also have the support of the Armed Forces in the area.

“The chancellor has had communication with the Ecuadorian Foreign Ministry and has conveyed the support and solidarity of the Peruvian Government. They have exchanged important information,” added the prime minister.

Alleged arms trafficking

In addition, Otárola specified that intelligence personnel will go to the border area to investigate the alleged trafficking of weapons, which would belong to our Armed Forces, and their presence in criminal gangs in Ecuador.

“We have taken note that things have calmed down in Ecuador. “What corresponds to us is to ensure the security of our country,” she mentioned.

For its part, the Ministry of Foreign Affairs (Chancellery) issued a statement in which it condemned the acts of violence in the neighboring country. He expressed his support for the Ecuadorian Government, wishing for a rapid restoration of peace and security in its territory.

“The Government of Peru strongly condemns the acts of violence that have occurred in Ecuador, which violate the fundamental rights of Ecuadorians and threaten the security of that brother country. The Government of Peru expresses its support for the Government of President Daniel Noboa and for democratic institutions and stability in Ecuador. “Peru expresses its solidarity with the victims of these acts of violence,” the letter states.

The facts

On Tuesday followingnoon, a group of hooded and heavily armed men broke into the facilities of the TC Televisión channel, in the city of Guayaquil. The subjects interrupted the live programming, threatening the media outlet’s employees with rifles, grenades and explosives.

It is worth saying that hours later, the National Police of Ecuador managed to enter the facilities of the television channel and detained at least 13 people.

These episodes would respond to the decision of the president of Ecuador, Daniel Noboa, to declare a state of emergency for 60 days following the escape from a prison of the dangerous drug trafficker Adolfo Macías, alias “Fito.”

Ecuadorian criminal groups already operate in Peru

Previously, the former Minister of the Interior, Rubén Vargas, had expressed his desire that the Peruvian Government declare a state of emergency in the Tumbes, Cajamarca and Amazonas regions, which border the neighboring country, in order to guarantee security and avoid the entry of criminal organizations into our territory.

“The Armed Forces and the National Police must be mobilized and thus prevent these 15 to 20 criminal organizations considered terrorist groups in Ecuador from trying to take refuge in Peruvian territory. If the Government does not make the decision right now, we run the risk of the northern regions of Peru becoming a refuge for these criminal organizations and our situation, which is already difficult, getting worse,” he said.

In addition, Vargas warned that two Ecuadorian organizations that operate in northern Peru have already been identified. These are Los Choneros and Los Tiguerones. He pointed out that both gangs are criminal structures very similar to the Tren de Aragua, in terms of their modus operandi and the use of extreme violence.

“These two criminal groups, considered terrorist groups in Ecuador, are already in Peru. They are currently present in the Tumbes and Piura regions, and are fighting for La Libertad. These are regions where illegal gold mining has a significant presence. Peru not only produces cocaine, but also illegal gold, human trafficking and extortion. And it is precisely these activities that these Ecuadorian criminal gangs engage in,” he explained to El Comercio.

For this reason, Vargas emphasized that it is necessary for President Dina Boluarte to send the Ministers of the Interior and Defense to the border area with Ecuador, along with their respective general commanders.

Meanwhile, the former head of the Mininter described the scale of violence in Ecuador as a “chronicle of an announced death of democracy” and warned that what is happening in the neighboring country is not foreign to Peru.

On the other hand, other voices had joined this request to declare the border with the neighboring country to the north an emergency. In turn, the president of the Congress of the Republic, Alejandro Soto, spoke out and regretted that crime is taking over the country; At the same time he called for urgent measures to be taken at the border to avoid similar events.

Likewise, parliamentarian Sigrid Bazán expressed solidarity with Ecuador and urged the Executive to take the necessary preventive measures in border areas. “My solidarity with the brother country of Ecuador in the face of the wave of violence that it is experiencing and that remains in anxiety. Other pronouncements

The General Secretariat of the Andean Community, through a statement, expressed its solidarity and support for the Ecuadorian Government and reaffirmed its “full willingness to serve as a platform that contributes to the coordination between Bolivia, Colombia, Ecuador and Peru in their fight.” “It tells regarding violence and international organized crime.”
