Teleconsultation: the conditions of implementation subject to public consultation

At the request of the General Directorate for Healthcare Supply (DGOS), the High Authority for Health (HAS) presents recommendations relating to locations and environmental conditions for carrying out a teleconsultation or telecare. It submits them for public consultation via an online questionnaire available until January 22, 2024.

As the HAS points out, these recommendations, specific to the locations where the user is located when carrying out a teleconsultation or telecare and to the environment conducive to carrying out this act, “ aim to ensure the quality and safety of care“. These recommendations are part of the context of the deployment of remote care, with the aim of promoting access to care. Teleconsultations and telecare activities must be carried out in locations and in an environment that preserves their quality.

For HAS, the deployment of any teleconsultation or telecare activity must be conducted in such a way as to ensure the quality and safety of care, promote access to care and preserve medical and healthcare resources while avoiding any commercial drift. The HAS recommends compliance with these three main guidelines and issues five specific recommendations on the location of carrying out a teleconsultation or telecare and the conditions
of a conducive environment.

– the installation of teleconsultation or telecare equipment must meet a need for care at the national level and the HAS recommends its regulation at the national level;
– the location of teleconsultation or telecare equipment must guarantee accessibility and quality of care;
– the material and environmental conditions of the teleconsultation or telecare must guarantee the quality of the care;
– the involvement of stakeholders must promote the quality of exchanges;
– the user must be supported throughout their care journey.

The HAS is submitting a provisional version of these recommendations for public consultation in order to allow all stakeholders in the ecosystem to contribute to them. The consultation, in the form of an online questionnaire, is open until January 22, 2024. The HAS specifies “ that to be able to use all the responses received within a reasonable time, only one contribution per organization is accepted“. The answers provided must reflect the collective position of the organization you represent and not a personal opinion. Finally, “contributions addressed in an individual capacity are therefore inadmissible« .
