Governor Rolando Figueroa repealed the decree of his predecessor, Omar Gutiérrez, which allowed monthly and automatic price redetermination for public works. ANDIn his replacement he decreed a “voluntary procedure for renegotiating public works contracts” although no details regarding the conditions were indicated.
Decree 23 of this year establishes that it will be immediately applicable, from the date of its publication in the Official Gazette which occurred yesterday, for all public works contracts in progress. All files, procedures and procedures related to public works governed by the Neuquén public works law, 678 of 1972, were included.
In the recitals of the decree it was clarified that works that have partial or exclusive financing from national organizations or multilateral credit organizations, They will be governed by the conditions agreed in the respective contracts or loan agreements.
In the budget that was approved on November 30 of last year, It was established that for 2024 the provincial government plans to spend 272,611 million pesos on public works.
The most relevant provincial public work of the Neuquén government is the Norpatagónico Hospital, which due to its size would become the third public hospital in the country. It has mixed financing, at a ratio of 70/30 and had been agreed with former President Alberto Fernández. The first stage is advanced.
At the beginning of November last year, the then governor had signed with the Ministry of Education an agreement to finance the construction of seven technical schools.
Through the Provincial Unit for Liaison and Execution of Projects with External Financing, Upefe, some 39 works are carried out in the municipalities that have to do with walks, curb curbs or urban improvements. Schools and kindergartens are also built. These are loans from multilateral credit organizations that are agreed in dollars and, therefore, will not be affected by Figueroa’s new decree.
The legal norm includes all studies, projects, constructions, conservations, installations, works, works in general carried out by the province through its centralized or decentralized, autonomous or autarkic departments, companies or public limited companies, state or mixed, by concessions to third parties or public good entities. And municipalities were invited to issue similar regulations.
It also orders that within a period of 45 calendar days, which will end on February 21, the a “detailed” technical report of each of the public works that are in the process of execution.
