Elderly Allowance 2024丨Old Age Living Allowance and Old Age Allowance will be increased from April. Check the application qualifications and allowance amount.
The Public Welfare Allowance Scheme under the Social Welfare Department provides monthly cash allowances to Hong Kong residents aged 65 or above or severely disabled. The Old Age Allowance (Fruit Allowance) and Old Age Living Allowance (Old Age Living Allowance) are provided to those aged 70 and above respectively. Assistance is provided to seniors aged 65 and above. Starting from April 1, the monthly amount of the Old Age Living Allowance will be as high as NT$4,205. The amounts, application qualifications and methods of various subsidies are summarized below so that elders in need and their families can apply for corresponding subsidies according to their personal conditions.
Old Age Living Allowance
The Old Age Living Allowance will be merged into the ordinary and high-income Old Age Living Allowances from the end of 2022, and the more relaxed asset upper limit of the ordinary allowance will be uniformly adopted. People who are over 65 years old and meet the income and asset limits can apply. In addition, the Social Welfare Department relaxed the one-year continuous residence requirement in Hong Kong starting from September last year. Applicants who have been away from Hong Kong for no more than 90 days in the year before application will meet the departure requirement.
Subsidy amount:
The current monthly allowance is $4,060 and will increase to $4,195 from February 1, and the standard CSSA rate will increase to $4,205 from April 1 due to the garbage levy subsidy.

Have been a resident of Hong Kong for at least seven years, and have resided in Hong Kong continuously for at least one year immediately before the date of application (no more than 90 days away from Hong Kong in the year of application)

The level of declared assets and income does not exceed the prescribed limits

You cannot receive Old Age Allowance, Disability Allowance or Comprehensive Social Security Assistance at the same time

How to apply:
1. Go to the social security office in the district in person or on behalf of relatives or friends, or apply for Old Age Living Allowance by telephone, fax, email or post, or be referred by government departments or other non-governmental organizations.
2. Download “Public Welfare Benefit Scheme Application Form”, fill out the application form and return it together with copies of relevant supporting documents or return it in person to the Social Security Office. When filling out the application form, please refer to “Public Welfare Benefit Scheme Application Guide」 。
Old age allowance (fruit allowance)
The Social Welfare Department provides monthly Old Age Allowance (Fruit Allowance) to elders aged 70 or above to meet the special needs caused by old age. Applicants do not need to pass the means test.
Subsidy amount:
The monthly amount of Old Age Allowance is NT$1,570 and will increase to NT$1,620 from February 1.

How to apply:
1. You can go to the social security office in the district in person or have a relative or friend on your behalf, or apply by phone, fax, email or post, or be referred by a government department or other non-governmental organization.
2. Download “Public Welfare Benefit Scheme Application Form”, fill it out and return it together with copies of relevant supporting documents or return it in person to the Social Security Office. After receiving the application, the Social Welfare Department will arrange for staff to meet with the applicant.
