Local media such as the Bangkok Post reported this on the 2nd and explained that according to the current law, anyone under the age of 15 can be released without punishment even if they commit a crime.
Previously, at around 4:30 p.m. on October 3 last year, the boy fired a firearm at the Siam Paragon shopping mall in downtown Bangkok, killing three people, including a Chinese national, and seriously injuring four others. Police said he used an illegally modified firearm purchased online at the time of the crime.
The boy, who is known to have received treatment for mental illness, has been staying in a state-run mental hospital since his arrest.
The police announced that they would pursue a plan to lower the legal age for criminal punishment as it was pointed out that many juvenile crimes are on the rise and many are avoiding punishment. The plan is to consider lowering the minimum age for criminal liability from 15 to 12.
Police Commissioner Tosak Sukwimon emphasized on this day, “Criminals are getting younger and younger,” and added, “The problem is serious, with children committing imitation crimes following seeing them on social networking services (SNS).”
