Attractiveness of the hospital: increased remuneration to retain staff

The increase in remuneration is a key element in the attractiveness of hospital professions. At the beginning of September 2023, the Prime Minister and the Minister of Health and Prevention announced concrete measures to improve the working conditions of hospital staff, in particular in favor of better remuneration for work at night, on Sundays and during holidays for non-medical staff, as well as on-call allowances for medical staff.

These measures, which contribute to improving the quality of life at work for caregivers, come into force on January 1, 2024.

The revaluation of night work

Before its increase, the level of remuneration for non-medical and midwifery staff was around €1/hour, out of step with the social and physical demands of night work. This level explains why most hospital vacancies are concentrated at night.

As of January 1, 2024, remuneration for each hour worked at night will be increased by 25%.

Beneficiaries :

All non-medical and midwifery staff in public hospitals and EHPADs and private non-profit establishments.

Challenges :

Increase the number of staff who volunteer to work at night. Better compensation for night work. Better recognize the increase in arduousness with age.

The revaluation of work on Sundays and public holidays

For non-medical and midwifery staff, the pace of work on Sundays and public holidays leads to significant family and social constraints, hampering the attractiveness of care professions.

Before its revaluation, the fixed compensation amounted to €50.26 gross/day.

As of January 1, 2024, compensation for working on Sundays and public holidays will increase to €60 gross/day.

Beneficiaries :

All non-medical and midwifery staff in public hospitals and EHPADs.

Challenges :

Enable staff to better reconcile private and professional lives. Facilitate the organization of schedules and the creation of teams by better distributing the load between staff and limiting the use of replacements.

The increase in guard duty for medical personnel

At the hospital, the remuneration of on-call allowances for medical staff (doctors, pharmacists, dentists and university hospitals) has been temporarily increased by 50% since the summer of 2022 and regularly renewed since.

On January 1, 2024, this increase will be made permanent in public hospitals and extended on July 1, 2024 to private non-profit and for-profit establishments.

Beneficiaries :

All medical, odontological and pharmaceutical staff, university hospital staff and interns working in public hospitals and in private non-profit and for-profit establishments.

Challenges :

Sustainably upgrade the permanence of care for medical staff in public hospitals. Converge the amount of on-call payments for practitioners in private for-profit and non-profit hospitals to standardize compensation arrangements.

In addition to other measures (increase in the number of trained professionals, good distribution of care provision, etc.), these attractiveness measures must allow better and equal access to care.
