The minimum price is known. In 2024, owners will see their property tax increase by 3.9% in the best case scenario, due to the flat rate revaluation of rental values which serves as the basis for its calculation. This increase – which depends on the evolution of the harmonized consumer price index from November to November – had reached peaks in 2023 (+7.1%), following having already been +3.4% in 2022 .
For certain taxpayers, the bill will be higher, and municipalities and intermunicipalities can also decide to raise their rates – they have until April 15 to vote on them. This will be the case, for example, in Villeurbanne, in the Rhône, for the moment the only city with more than 100,000 inhabitants to have announced an increase – of 10% – in the rate of its property tax for 2024.
Surtax on second homes
“If we are reduced to increasing taxes, it is because we have already activated all the levers at our disposal,” justified the socialist mayor Cédric Van Styvendael during the municipal council in November, explaining that his municipality is doing facing “for the second consecutive year” “considerable increases, particularly linked to inflation”.
In 2023, local executives activated the tax lever with restraint. According to the report from the General Directorate of Public Finances, 14% of municipalities and 18.3% of intermunicipalities increased the tax rates on built land this year. Some mayors have increased double-digit increases, such as in Paris (+52%), Grenoble (+25%), Metz (+14.3%) or Limoges (+10%). But in the majority of municipalities having raised their rate, the increases were less than one point.
Next year, owners of second homes will also see their local taxes increase further. While the list of municipalities able to introduce an increase in the housing tax on second homes has expanded to more than 2,500 municipalities facing real estate tensions, several of them, such as Chamonix, Bonifacio or Cassis, for example example, have decided to lift this surcharge in 2024. This can range from 5% to 60%.
