Initialed by the Minister of Equipment and Water, Nizar Baraka and the president of the Council of the Marrakech-Safi region, Samir Goudarin the presence of the governor of the province of Safi, Lahoucine Chaynanethis partnership agreement, spread over the period 2023-2027, aims to achieve major road projects and the rehabilitation and strengthening of theroad infrastructure at the level of the Marrakech-Safi region. The budget mobilized for the implementation of this agreement, which concerns the duplication and upgrading of 484.5 km of roads, amounts to three billion dirhams including a contribution from the ministry of 1.4 billion dirhams, and financing of the region of around 1.6 billion dirhams.

The said convention aims to promote socio-economic and tourist dynamics in the region, to strengthen the road safety, improve traffic flow and improve the economic attractiveness of the region through the construction, upgrading and rehabilitation of various roads in the region. Also aiming to reduce territorial and social disparities at the regional level, this agreement concerns in particular the doubling of the national road No. 8 linking Marrakech and El Kelaa des Sraghnathe splitting of the national road No. 7 linking Marrakech and Safi as well as the strengthening and upgrading of the Safi-Essaouira coastal road.
Speaking on this occasion, Mr. Baraka indicated that the signing of this agreement coincides with the intensification of the government’s efforts to ensure the implementation of High Royal Instructions aimed at promoting socio-economic development in the different regions of the Kingdom. The minister also emphasized the momentum of territorial development experienced by the Marrakech-Safi region through the launch of a series of major projects that have given it the leading position in the field of tourism and hospitality at national and international levels, and increased its attractiveness for national and foreign investments. He also highlighted the assets that the region contains and its industrial, agricultural, energy and sporting potential, recalling in this sense that the Marrakech-Safi region is preparing to host major sporting events including the African Cup of Nations (CAN-2025) and the 2030 World Cup.
Furthermore, the minister and the delegation accompanying him launched the fortification and strengthening works of the seafront Jorf Amouni of the historic site “Ksar Bhar” over a length of 257 m. This project, which required a total cost of 139 million dirhams, was launched as part of a partnership between the Ministry of Equipment and Water, the Ministry of Youth, Culture and Communication, the Ministry of the Interior, the Marrakech-Safi region and the Municipality of Safi. The aim is to ensure the rehabilitation, upgrading and transformation of “Ksar Bhar” into a national maritime heritage center.
Mr. Baraka also kicked off the work of doubling the national road 7A over a length of 8.3 km. Costing 65 million dirhams, this project, which is spread over 14 months, aims to improve road traffic and promote the economic and tourist attractiveness of the Safi province.
Furthermore, the minister visited two seawater desalination stations built by theCherifian Phosphate Office (OCP). The OCP WATER investment project aims to achieve autonomy in non-conventional water for OCP industrial sites in 2024 and to contribute to the 2020-2027 national drinking water program by supplying neighboring towns and areas. Likewise, the minister visited the wastewater treatment plant (STEP) for industrial use in Safi. This project carried out by OCP aims to protect the environment and combat pollution through the reuse of treated water for OCP’s industrial needs and the preservation of fresh water resources. The minister also made a field visit to the construction site of six OCP quays at the New Port of Safi, where explanations were provided to him on the progress of the work.
