From next year, TikTok and SnapChat during school hours will be over. Secondary schools are faced with a national smartphone ban. But students don’t have to be shocked right away; the rules are still very non-binding.
Het verbod is uiteindelijk vooral een dringend advies, dat in juli 2023 werd uitgegeven door het ministerie van Onderwijs. Telefoons zorgen voor afleiding en slechtere prestaties van leerlingen, zo werd beargumenteerd.
“Ook al zijn mobieltjes haast verweven met ons leven, in de klas horen ze niet thuis”, zei toenmalig onderwijsminister Robbert Dijkgraaf. “Daar moeten leerlingen zich kunnen concentreren en alle ruimte krijgen goed te leren. Mobieltjes verstoren dit, weten we uit wetenschappelijk onderzoek, met alle gevolgen van dien. Daar moeten we leerlingen tegen beschermen.”
De meeste scholen zijn voor een smartphoneverbod, bleek onder meer uit een peiling van de Algemene Onderwijsbond (AOb). Maar volgens een woordvoerder bepalen scholen zelf de invulling. Zo kunnen onderwijsinstellingen ervoor kiezen om mobieltjes alleen in de lessen of ook in de pauzes te weren.
Telefoon thuis of in de kluis
Bij het Staring College in Borculo wordt gestart met de proef ‘Thuis of in de kluis’. Daarbij is het uitgangspunt dat leerlingen hun telefoon in principe thuislaten of onder schooltijd in hun kluis leggen. Als de les erom vraagt, mogen ze wél een laptop gebruiken.
Het Staring College in Lochem doet nog niet mee aan de proef. Daar laten leerlingen hun telefoons tijdens de les in een telefoontas, behalve als ze nodig zijn voor een les. “Tijdens toetsen is de smartphone buiten het lokaal”, voegt woordvoerder Jeanet van de Mortel toe. Afhankelijk van hoe de test in Borculo verloopt, wordt het beleid bijgesteld en zijn telefoons na de zomervakantie ook op de locatie in Lochem niet meer welkom.
‘Children are standing around the football table once more’
It is not clear what percentage of schools immediately comply with the directive on January 1. However, not all schools have waited for the urgent advice. Phones have not been welcome at Calvijn College in Goes since August 2020.
“We’re very pleased with that,” says spokesperson Mariëlle Eggebeen. “Previously, students sat in silence in the hallway with their phones. They no longer talked. Now it is much more pleasant. They stand around the football table once more.”
Goes also has a Home or in the safe policy. Students who are caught with a phone must hand it in and can pick it up once more at the end of the day. “But we don’t pretend that the smartphone does not exist at all,” says Eggebeen. “We do teach media literacy.”
Possibly another legal ban
A phone-free school. So it is possible, proves the Calvin College. In the near future, many other secondary schools will join in to ban smartphones and restore calm to lessons. From that moment on, students may only take a telephone with them in exceptional cases, for example for a medical reason.
In the coming school year it will be examined whether the measures actually have an effect. If this is not the case, stricter action may be taken and a national ban will follow. Later in the year, primary schools and special education will also follow suit with the new telephone policy.
