Revision of Access to Information Law: Methodology and Action Plan

The Commission on the Right of Access to Information and the Ministry of Digital Transition and Administration Reform have reached a consensus on the establishment of a methodology and an action plan to revise the law relating to the right of access to information by involving the institutional actors concerned and representatives of civil society.

The Commission on the Right of Access to Information, indicates a joint press release, published on March 12, 2023, a deliberation on the revision of Law No. 31.13 relating to the right of access to information including a set of proposals which constitute a basis for the revision of this law, given that the quality of law is an essential condition to guarantee its exercise.

The commission submitted the deliberation to the Head of Government who instructed the Ministry of Digital Transition and Administration Reform to coordinate with the commission to examine this deliberation in order to take appropriate measures, notes the same source.

To this end, a meeting took place on December 18, 2023 at the headquarters of the commission in Rabat in the presence of representatives of both parties, during which it was agreed to develop a methodology and an action plan while involving the institutional actors concerned as well as representatives of civil society.

And to recall that the commission for the right of access to information is responsible for issuing recommendations and suggestions to improve the quality of procedures for obtaining information, in accordance with article 22 of law n° 31.13 , while the ministry is responsible for supporting the updated bill in its legislative process.
