The Council of Ministers was held this Wednesday, December 20, 2023 at the Palais de la République, under the chairmanship of the Head of State, His Excellency, Mr. Macky SALL.
At the start of his communication, the President of the Republic sent his warm congratulations to the Minister of National Education, to our religious Guides and to the Daara community, following the exceptional mobilization and the perfect organization of the actors, to the occasion of the second edition of National Daara Day.

The Head of State also congratulated the winners of the International Grand Prize for the Recital of the Holy Quran established by Decree No. 2023-1703 of August 4, 2023.
Furthermore, the President of the Republic reminded the Government of the major role and significant impact of the Daara in the national education system, social cohesion and the preservation of our common desire to live together.

Therefore, the Head of State asked the Prime Minister to take all necessary measures to ensure the consensual implementation of all measures taken in favor of the Daara, in the areas of (i) the Statute, the recruitment of Koranic teachers and strengthening of their professional capacities, (ii) buildings and their equipment; (iii) universal health coverage and the sustainability of State support with the extension of the “Waqf CMU Daara”, the public Waqf real estate project, as well as the mobilization of the annual subsidy of six (6) billion FCFA intended to support the functioning and social care in the Daara.
In addition, the President of the Republic asked the Government to strengthen qualifying professional training, support, financing and integration of Daara residents and leavers by synergizing the interventions of the 3FPT and the DER/FJ in favor of the targets, but also of the Koranic masters.

The Head of State also invited the Minister in charge of Agriculture to study the modalities of assistance to Daara stakeholders within the framework of agricultural programs with facilities for the allocation of land, the provision of fertilizers, inputs and agricultural equipment.
Finally, the President of the Republic asked the Government to accelerate the diversification of educational offerings in response to the strong national demand for strengthening religious education.
Furthermore, the Head of State asked the Minister of National Education to take all necessary measures for the rapid deployment of the activities of the new National Directorate of Daara, created by Decree No. 2023-2318 of December 6 2023, confirming the State’s desire to make the modernization of the Daara a lever for inclusion and a primordial basis for enhancing national human capital.
Addressing the Christmas holiday, the President of the Republic sent his warm congratulations to the Christian community, in this period of graces and religious fervor marked by prayers for a Senegal of peace, stability, prosperity and solidarity.
The Head of State asked the Government to take all the measures required for the smooth running of Christmas celebrations throughout the national territory.
Continuing his communication on the optimal implementation of national policies for regional planning, town planning and improvement of the living environment, the President of the Republic welcomed the construction of major public infrastructures (roads, motorways, TER, BRT, flyovers, hospitals, regional airports, ports, administrative spheres, etc.) which has significantly contributed to land use planning, the development of cities and the urbanization of the country.
The Head of State asked the Prime Minister, in conjunction with all the ministries concerned (Urban Planning, Finance and Budget, Environment, Territorial Communities, etc.) to ensure the improvement of the living environment of localities and the control of the spatial occupation of the national territory through scrupulous compliance with the National Territorial Planning and Development Plan (PNADT Horizon 2035 which is the spatial receptacle of the PSE), the updating and generalization of the development of Master Plans town planning and sanitation.
The President of the Republic also indicated the imperative of ensuring the systematic landscaping of our municipalities and traffic routes (roads and highways, etc.).
The Head of State also recalled the importance of the restructuring and renovation of neighborhoods, particularly urban centers, with a view to ensuring overall coherence between national development and town planning policies and the housing and housing programs in development, in a dynamic of modernization of cities.
As such, the President of the Republic invited the Minister of Urban Planning, Housing and Public Hygiene to finalize the National Urban Renewal Plan, integrating the programs “Senegal Zero Bidonville”, “Zero waste” and the development of urban centers.
On this last point, the Head of State notes the urgency of finalizing the status of the Diamniadio Urban Pole; territory that has become, with the rise of public and private infrastructure projects of world standard, an international city of reference in the making.
On the social climate, management and monitoring of internal affairs, the Head of State returned to the application of the pastoral code and the sustainable development of livestock rangelands, congratulating the Minister of Livestock and Production animals and by asking the Government to take all measures in relation to stakeholders in the sector, for the rapid application of this law as soon as it is promulgated.
The Head of State closed his communication on his diplomatic agenda and the monitoring of cooperation and partnerships.
In his communication, the Prime Minister returned to the monitoring of the coordination of government activity, mentioning:
• the follow-up meeting of the 5th edition of the Franco-Senegalese Intergovernmental Seminar;
• the inauguration of the WHO Regional Emergency Center in Dakar;
• the launch of development and paving works in Rufisque;
• Monitoring the work of the Senegal Digital Technologies Park.
UNDER COMMUNICATIONS FROM MINISTERS
• the Minister of Foreign Affairs and Senegalese Abroad made a statement on the international situation;
• the Minister of Economy, Planning and Cooperation made a communication on the financing of Universal Social Protection through the establishment of the CAPSU;
• the Minister of Agriculture, Rural Equipment and Food Sovereignty made a communication on the monitoring of the 2023-2024 agricultural season and the monitoring of horticultural exports;
• the Minister of Sports made a communication on the situation of sports infrastructures and the preparation of CAN 2024.
UNDER LEGISLATIVE AND REGULATORY TEXTS
The Council considered and adopted:
• the draft decree establishing the organization and responsibilities of the General Directorate of the National Police;
• the draft decree creating and setting the rules for the organization and operation of the Sports Infrastructure Management Office (OGIS).
UNDER INDIVIDUAL MEASURES
The President of the Republic took the following decisions:
Mr. Issa DIAGNE, Full Professor at Cheikh Anta DIOP University in Dakar, is appointed General Inspector of Education and Training, physical science option, at the Ministry of National Education.
Mr. Babacar SAMB, Inspector of Elementary Education, is appointed Director of Daara at the Ministry of National Education.
Mrs. Jouldée SOUMARE, Economist, is appointed Director of Private Sector Development at the Ministry of Economy, Planning and Cooperation.
