Palliative care: towards a French model of supportive care

The strategic reflection body proposes a ten-year strategy relating to palliative care, pain management and end-of-life support entitled “Towards a French model of supportive care”. It is broken down into six values, five strategic objectives, four specific strategic objectives, as well as action principles and flagship measures. This report also presents the methods for deploying and evaluating this strategy.

Following the submission of the report by the members of the Citizens’ Convention on the end of life on April 3, 2023, the President of the Republic announced the development of a ten-year strategy on palliative care as well as a draft law relating to the end of life, two constituent parts of the French model of end-of-life support.
The strategic reflection body continued its reflections to propose the ten-year strategy relating to palliative care, pain management and end-of-life support entitled “Towards a French model of supportive care” . It is broken down into six values, five strategic objectives, four specific strategic objectives, as well as action principles and flagship measures. This report also presents the methods for deploying and evaluating this strategy.

To carry out this work, Agnès Firmin Le Bodo, Minister Delegate in charge of Territorial Organization and Health Professions, set up last June a body responsible for prefiguring the ten-year strategy “palliative care, management of pain and end-of-life support in France » 2024 – 2034, chaired by Professor Franck Chauvin, public health doctor, former president of the High Council for Public Health, director of the Institute for Prevention and Global Health at the University of Saint-Étienne.

Les soins palliatifs sont, selon la définition de l’Organisation mondiale de la santé (OMS), « une approche pour améliorer la qualité de vie des patients (adultes et enfants) et de leur famille, confrontés aux problèmes liés à des maladies potentiellement mortelles. Ils préviennent et soulagent les souffrances grâce à la reconnaissance précoce, l’évaluation correcte et le traitement de la douleur et des autres problèmes, qu’ils soient d’ordre physique, psychosocial ou spirituel. » Leur objectif est la gestion de symptômes pour soulager par exemple la douleur et répondre aux besoins physiques, psychologiques et sociaux des personnes concernées.

After six months of work involving numerous stakeholders, this expert report is made public today, one year following the start of the work of the citizens’ convention on the end of life. Structured around 5 axes, the recommendations formulated are intended to feed into the 2024-2034 ten-year strategy which will be unveiled in January by the delegate minister. The priorities identified by the strategic body are as follows:

  • Allow equitable access to supportive care.
  • Promote anticipation and integration with other care.
  • Mobilize territories and communities.
  • Involve the members of a territory in the end of life and guarantee solidarity.
  • Ensure and disseminate quality supportive care.

Considerable work has already been undertaken for several months to strengthen the provision of palliative care but also to develop a true palliative culture in France. The Minister Delegate notably initiated the revision of the 2008 circular which governed palliative care in France by establishing the development of the offer of pediatric palliative care and the gradation of care into three levels to meet the wishes of sick people. support at home and, if necessary, earlier outpatient care.

This report prefiguring the ten-year strategy complements the important consultation work carried out by the Minister Delegate since the opening of the debate on the end of life in France.with 6 trips abroad, around a hundred interviews, numerous visits to palliative care units, around fifteen meetings with representatives of health professionals and parliamentarians from all political sides.

Agnès Firmin Le Bodo will have the opportunity to continue this consultation work in the coming days:

  • Monday, December 11 with all the members of the strategic body who worked on the drafting of the report;
  • Thursday, December 14 alongside Olivier Véran, responsible for Relations with Parliament and Democratic Life, with the members of the Convention meeting at the CESE;
  • During the week of December 18 with the transpartisan parliamentary group and the group of health professionals who have been associated with the work of the delegate minister for more than a year.

We will support the patient and those around them very early on, as soon as the illness is announced. Treatment will become early and multidisciplinary.
