Guterres appeal at the final spurt of the climate conference in Dubai

UN Secretary General Antonio Guterres has returned to Dubai for the final spurt of the COP 28 World Climate Conference. “We are on the brink of a climate catastrophe and this conference must be a turning point,” wrote Guterres on Platform X. He had come to make an urgent appeal to the leaders of the states. “Commit to the 1.5 degree limit. End the fossil age.” Negotiations are stalling and new drafts of the final text were expected on Monday.

However, it is uncertain whether an agreement will be reached by the official conclusion of the conference on Tuesday as planned. The Emirati President of the World Climate Conference, Sultan Ahmed Al Jaber, hoped for a “historic” agreement on the anniversary of the Paris Climate Agreement in 2015. However, in the past 28 years, the UN climate conferences have rarely ended on time. “Everyone has to be flexible,” Al Jaber said on Sunday. “We have to move much, much, much faster,” he demanded. “Failure is not an option.”

In Dubai, states are arguing heatedly regarding phasing out coal, oil and gas. In the most recent draft resolution, which was published on Friday evening, there were several conflicting options. The text lists four different paths to phasing out fossil fuels. But it also includes a fifth variant, not even mentioning the move away from oil, coal and gas.
