Challenges of the Energy Check in France: Impact of Electricity Price Shield Removal and Calls for Expansion

The energy check constitutes valuable financial assistance for French people in financial fragility. Distributed each year, it partially covers energy-related costs (wood, electricity and gas). Its amount varies from 48 euros to 227 euros, depending on income and the composition of the household. An amount that is strongly contested by the Pierre Abbé association which considers it insufficient to meet the needs of households.

Disappearance of the electricity price shield by 2025

While it is true that the energy check constitutes a boost for households with modest incomes, its effectiveness is not unanimous. According to the National Energy Poverty Observatory (ONPE), there are 2.8 million households in a situation of fuel poverty. Moreover, in 2022, at least 22% of French people declared having suffered from the cold for at least 24 hours during the winter and another 27% admitted to having encountered difficulties in paying their energy bills, despite the presence of the tariff shield.

This is a situation which risks getting worse with the government’s decision to put an end to the price shield on electricity. Indeed, if the price shield on gas ended last July, that of electricity will disappear by 2025. As a reminder, this price shield was put in place in 2021 to help households who are having difficulty paying their energy bills.

The Abbé Pierre association calls for an increase and expansion of the energy check

This is a situation that has challenged the Pierre Abbé association, which questions the effectiveness of the energy check in the face of soaring energy prices, in particular with this decision to remove the price shield. “ When we lower the sail on this shield, if we do not help the most vulnerable households, well we are not close to getting out of this difficulty of fuel poverty. declared Christophe Robert, general delegate of the Abbé Pierre Foundation.

If the government accedes to this request, the maximum amount of this system, which is 277 euros with an average of 149 euros, might reach 800 euros, for an average of ‘around 450 euros.
