The Minister of Health Aurélien Rousseau presented his plan to combat smoking this Tuesday.

In 2025, the price of a packet of cigarettes will increase to €12, and €13 in 2026, announced Tuesday the Minister of Health Aurélien Rousseau, who also mentioned an extension of tobacco-free spaces and the ban on “puffs”.

The rise in tobacco pricesis indeed the most effective measure once morest tobacco, according to the WHO and all independent studies on the subject», Declared Aurélien Rousseau to the press during the presentation of the national program to combat smoking. This program aims to “building the first tobacco-free generation by 2032» in France, as Emmanuel Macron has committed to doing. To achieve this objective, it relies on two main pillars, detailed the Minister of Health: “the strengthening of taxation and bans surrounding tobacco“. The objective is in particular to prevent the entry into smoking, in particular among the youngest and to better support smokers in quitting smoking, especially the poorest. Among his flagship measures, he plans to make the package less affordable by raising its price. Many brands today reach the price of 11 euros for a pack of 20 units. It will be increased to at least 13 euros during 2026 with a first stage at 12 euros in 2025.

First increase in January

The prices of packets of cigarettes should increase from January 1, 2024, an increase this time resulting from inflation which should be 40 to 50 cents, according to estimates from the Confederation of Tobacconists communicated on Monday. Moreover, “as the Prime Minister committed, we will ban puffs, an aberration of both public and environmental health», announced the Minister of Health and Prevention. The ban on the sale of these disposable vaping products (puffs), popular in particular among young people, will be “thanks to a transpartisan bill», examined by the deputies in committee this Tuesday followingnoon and in the hemicycle on December 4. And tobacco-free spaces will be generalized to all beaches, public parks, forests, and around certain public places, notably schools, announced Aurélien Rousseau. “Tobacco-free will now be the norm“, he said. “Tobacco-free spaces – of which there are already more than 7,200 across more than 73 departments – are above all the result of a movement driven locally by the municipalities. Today we reverse the responsibility and establish this principle which becomes the rule“, he clarified.

The anti-tobacco plan also intends to continue the work of recent years to make tobacco less attractive by introducing a neutral package, without a brand logo, for all tobacco and vaping products. To help smokers quit smoking, the new system “My prevention report”, which the government intends to introduce at key ages of life, “will be an opportunity to systematize the detection of smoking», assures the ministry. The various players in the tobacco economy, notably tobacconists, will be supported “in a necessary transition to transform their profession».
