Building Bridges: Understanding The Democratic Exercise of Government Connections

2023-11-27 05:02:20

The democratic and regulated exercise of connections between governments that leave and those that arrive are bridges that are built between the past and the future.

It means understanding the ins and outs of how the government acts. For civil society and private sector organizations such as Proantioquia, participating in the connection of the Department’s Government means the possibility of independently accompanying the incoming and outgoing administrations and helping in the healthy transition with alerts, benefits of what has been done and emergencies for what is to come.

Our mission is to be constructive observers, a designation that we assume with responsibility and discipline, trying to ask difficult questions and understand the distance between management capacity and the reality of the territories. Understand how far the results went to solve Antioquia’s challenges and what the solutions or path to take are.

The situation of the department is complex: income depends on sources such as the vehicle tax or those associated with the Liquor Factory, the latter which is impacted by the global increase in industrial costs.

It is the picture that most of the departments live that see how the resources from income taxes and VAT, which are generated in their territories, go directly to the national government, and then are allocated for the priorities that they choose and that many They are sometimes disconnected from local problems and solutions. The departments navigate with the brunt of the tension between territorial solidarity and autonomy.

The department’s resources are scarce for the capacity it requires to resolve the needs of the region. Antioquia has 5 billion pesos to serve 4 and a half million inhabitants who belong to its region.

The connections are a valuable democratic exercise: it is regarding building bridges and also discovering the work that falls on the shoulders of thousands of administrative career servants who have seen several governments pass and mobilize public management day by day.

I’m talking regarding more than three thousand officials distributed throughout the department trying to solve the territory’s problems in the midst of legal and budgetary restrictions. Those, for whom, as someone told me, the main resource they have is their imagination. Thousands of stories behind the management figures, endless procedures and billions of pesos executed.

Men and women who give life to the State, who know it in depth and promote it with their technical knowledge and silent work.

To those career civil servants and specialized contractors, who are the quiet force that maintains administrations and citizen services in times of crisis, recognition in this joint exercise.

Gratitude to you and we hope that you continue in this work of caring and serving: the only purpose that should always guide you is that this region does well.
