Hydro-Québec intends to spend up to $1 million in 2024 to charter private planes, in the wake of massive future investments which will require more travel.
“The growth of our production capacity will be done in partnership with the communities. We want to meet them,” explained Francis Labbé, spokesperson for the state company.
CEO Michael Sabia tabled a gargantuan investment plan in early November aimed at doubling Quebec’s electricity production by the middle of the century. The latter might cost up to $185 billion by 2035.
In this context, Hydro-Québec foresees an “increase in its travel”, hence the need to have a framework contract for “business travel”.

The electricity supplier estimates the cost of its trips at between $500,000 and $1 million for one year, according to the public call for tenders. He will pay for each trip piecemeal, according to his needs.
The rental of private jets – a type of aircraft covered by this call for tenders – would allow Hydro-Québec managers and employees to reach difficult-to-access regions and “work more efficiently during travel”.
“These devices must in particular be able to land on shorter or unpaved runways,” added Mr. Labbé.
This would explain in particular why Hydro-Québec is not able to use the three turboprop planes (Dash-8 aircraft) that it owns, especially since they are used almost at their maximum capacity.
The possible contract aims to move managers and employees “to the four corners of Quebec”, but “other destinations might be covered when a commercial flight is not available”, explained the spokesperson for Hydro- Quebec.
It ensures that entering into such an agreement is the most effective way to meet the travel needs of its managers and employees.
