Who can apply?

People who are citizens of these countries: Colombia, Haiti or Venezuela and who have a Canadian relative, whether citizen or resident, willing to help them.

You must provide the Government with a legal declaration that says the family member plans to help you and any family members who come with you to Canada for 1 year. It is also important that the letter testify that the family members have not accepted (nor will they accept) money from you or your family members for completing the procedure.

You may live in a province or territory other than Quebec and it is important to have a valid passport or eligible travel document. They call the family member who decides to help you ‘Anchor’, who will be like your representative in the country.

The ‘anchor’ must not: be in the process of applying to revoke their Canadian citizenship, cannot be in jail or prison, nor can they be subject to a removal order in Canada, this family member cannot be late in paying a immigration loan, a performance bond or any other amount legally agreed to be paid (and you have not agreed to defer payments).
