In Busan, the local government issued an order to the owners of commercial buildings who cut down landscaping trees that were over 20 years old, leaving only the trunk, claiming that they were blocking their signboards, to restore them to their original state.
Haeundae-gu, Busan, announced on the 23rd that it had sent advance notice of restoration orders to the building owners of two commercial buildings where six zelkova trees in front of commercial buildings were cut down, leaving only the trunks.
The zelkova trees were planted when the commercial complexes were being built and were over 20 years old. However, the commercial complex management company recently cut off all the branches and left only part of the trunk, frowning at passers-by.
In Haeundae-gu, the damage to the trees was so severe that it was determined that they had virtually lost their value as landscaping trees.
Unlike street trees, landscaping trees are the private property of the relevant commercial building, so even if they are damaged, they are not subject to punishment for damage to property.
However, Haeundae-gu ruled that the building was subject to restoration because it did not comply with the building landscaping standards when receiving a construction completion permit in accordance with the Building Act.
An official from Haeundae-gu said, “When the commercial building in question was approved for use, the height of the zelkova tree was regarding 5m and the diameter was regarding 30cm,” and “When it was approved, we requested that the trees be replanted to meet the standards.”
He added, “If the restoration order is not followed, a fine will be imposed,” adding, “We plan to further promote the fact that even if it is private property, you must be careful when damaging landscaping trees.”
