Deputies of the regional legislative assembly argued during the consideration of a bill banning inducing women to have abortions. The discussion took place during the committee meeting on Wednesday, November 22.
The leader of the Communist Party of the Russian Federation faction, Maxim Bulanov, considered such a law illegal in relation to women.
Interference with privacy, I believe, is illegal, and I do not understand the term “inducement” in this law.
Termination of pregnancy is a matter exclusively between a man and a woman, if it is in family plans. And pressure on a woman is a matter of ethics, morality, but not of the administrative code. If we are talking regarding demography, then the main reasons for the demographic decline are the low standard of living. To use the whip method, in my opinion, is some kind of madness,” Bulanov commented on the project.
In response to the deputy’s dissatisfaction, Andrei Kropotkin said that this was, of course, the decision of the husband and wife, but the main bias in the law is towards informational assistance.
“There are many cases when a woman becomes pregnant at the workplace and, due to the fact that she is a normal and good worker, they try to negotiate with her using the same money so that she remains at her workplace and does not go on maternity leave. There are many such cases. And what we are talking regarding now is that this should not be in the information field,” answers Andrei Kropotkin.
Commissioner for Children’s Rights in the Kaliningrad Region Irina Tkachenko noted that often families themselves are inclined not to give birth.
“There are often cases when close relatives and entourage in a family say: “Why do you need this? You already have one child, maybe you won’t be able to handle it financially.”
As an argument, Tkachenko cited statistics from the regional Ministry of Health, which state that in 2021, 2,144 women had an abortion.
“This is over two thousand unborn children in the region. If we take the average portrait of a woman who decides to take such a step, then only a few people decide to do this with their first child, mostly third or fourth children,” says Tkachenko.
As a result, the bill was approved following two readings at once. Three deputies voted once morest, to which Kropotkin said:
Three ( once morest – ed.) … well, well done. Forward. Then don’t be offended.”
