The International Council on Monuments and Sites (ICOMOS, headquartered in Paris), an advisory body to the United Nations Educational, Scientific and Cultural Organization (UNESCO), has issued an urgent statement calling for the redevelopment of the Meiji Jingu Gaien area in Tokyo to be cancelled. The organization revealed on the 21st that it had not received responses from business operators and the Tokyo metropolitan government by the deadline. In addition to protesting, they once once more requested that the Tokyo metropolitan government’s environmental impact assessment, which examines how redevelopment would affect the natural environment of the Gaien, be reconsidered.

On September 7, ICOMOS Headquarters issued a “Heritage Alert” stating that cultural heritage is in danger. The Japan ICOMOS Domestic Committee had asked the operator to withdraw the plan and the Tokyo metropolitan government to reconsider the environmental assessment, requesting a response by October 10.
At the press conference, Mikiko Ishikawa, director of ICOMOS Japan, said, “The lack of an official response is extremely serious.After discussions with our headquarters in Paris, we have decided to request a retrial.”
ICOMOS Japan has so far published more than 10 recommendations, but business operators have hardly responded and are not taking action. During environmental assessment deliberations, the content of the report compiled by the business operator was viewed as problematic. He requested that he attend the relevant Tokyo council meeting and explain the issues, but the Tokyo government refused.
