A new session of the “Casa Verde Fotovoltaice” program, through which we will validate the potential installers, will start on Wednesday, and the company that sued the Environmental Fund Administration (AFM) has promised to give up the lawsuit if it is validated as authorized plumber, announced, on Monday, in a press conference, the Minister of the Environment, Mircea Fechet.

- “There are 90,000 beneficiaries, 90,000 families waiting for the “Casa Verde Photovoltaic” Program, today blocked by the decision of a court, namely the Oradea Court of Appeal, which suspended this program a few weeks ago.
- I would like to bring to the attention of public opinion the fact that, a few days ago, I invited the representatives of the company that sued the AFM to the headquarters of the Ministry of Environment, Water and Forests.
- I also invited the representatives of the Environmental Fund Administration, trying to find a possibility of mediating this conflict between a private individual and the Romanian state, understanding that the court terms might far exceed the period we estimate and with the hope that we manage to unblock this situation.
- I want to announce that we have reached an agreement between the parties, in the sense that on Wednesday, this week, at 10:00 a.m., we will open a new session through which we will validate the potential installers.
- Of course, installers who did not try to register the first time can also register, as well as installers who have been rejected, as is the case with this company.
- I received a promise from the company that, to the extent that a new session will be opened and to the extent that it will be validated as an authorized installer by the Ministry of the Environment, it will waive the process we have, make a waiver request at the trial, from which point we can hope that the wait of the 90,000 families will be much shorter”, stated the Minister of the Environment, quoted by Agerpres.
The Environmental Fund administration announced, on September 26, 2023, the suspension of the “Photovoltaic Green House” program, as a result of the Oradea Court of Appeal’s Decision accepting the request made by one of the installers who were not validated by the institution.
The budget allocated to this year’s session of the “Casa Verde Photovoltaic” program, for which 515 installers were validated, is almost two billion lei, of which over 1.7 billion lei allocated to natural persons and 17.5 million lei to units of worship.
Enrollment of natural persons took place between May 19, 2023 and June 23, 2023 through the IT application made available on the AFM website, and cult units might enroll in the program between June 27 and 29, 2023.
The financing is granted in the amount of a maximum of 20,000 lei, under the condition of the beneficiary’s own contribution of 2,000 lei. The amount financed by AFM is deducted by the validated installer from the total value of the invoice, and the difference up to the total value of the invoice is borne by the beneficiary from its own financial sources.
