OCPM Secretary General’s Redacted Contract and Questionable Expenses: The Inside Story

The secretary general of the OCPM, Guy Grenier, whose travel and restaurant expenses made the headlines, heavily redacted his contract to avoid knowing his tasks, his salary and even his end of employment conditions .

Our Investigation Office requested to obtain his employment contract as general secretary, a position he has held since January 2023.

As he had done for his invoices, Mr. Grenier, who is responsible for access to information at the Office de consultation publique de Montréal (OCPM), was once once more very generous when he came time to redact the information concerning him.

In particular, he blackened the duration of his contract, his salary and even the description of his functions and responsibilities, even though he works for an organization financed 100% by public money, coming from the City of Montreal.

He also does not want the conditions of termination of his contract or resignation to be known.

The document he provided to us this week is so blackened that it is impossible to even tell when it was signed.

Following our revelations regarding questionable expenses at the OCPM, the mayor of Montreal, Valérie Plante, and the Minister of Municipal Affairs of Quebec, Andrée Laforest, publicly called for the resignation of Mr. Grenier and the current President Isabelle Beaulieu.

Former president Dominique Ollivier resigned from the presidency of the Montreal executive committee, following our revelations. Ms. Beaulieu and Mr. Grenier cling to their posts.

The municipal council can terminate the president’s employment, but the City would have to pay her one year’s salary (unless serious misconduct can be proven). The case of number 2 of the OCPM, however, risks being more complicated.

Since Guy Grenier is not an employee of the City of Montreal, it is up to Isabelle Beaulieu to terminate his employment.

According to the response that Mr. Grenier provided to our Bureau of Investigation, he considers most of the information in his contract to be confidential unlike the contracts of the current president Isabelle Beaulieu and the former, Dominique Ollivier.

Judge and party

UQAM ethics professor Michel Séguin is critical of the fact that Mr. Grenier processes access requests aimed at him.

“It is eminently unindicated […] he is judge and jury in what he will consider relevant or not to transmit, he explains. There is a big problem.”

If certain information may be confidential in nature, this does not justify almost wall-to-wall redaction, especially for an organization like the OCPM. “Transparency for this type of organization is fundamental,” he said. We’re not talking regarding a convenience store.”

“He would have sent you nothing, it would have been the same,” he adds.

According to him, his responsibilities, his employment conditions or his termination clauses are not personal information.
