After Pizano’s death became known, the then director of Forensic Medicine held a press conference to present the conclusions of the autopsy, denying that traces of cyanide had been found in the former auditor’s blood.

However, following the journalistic revelation of an expert report in which what Valdés said was contradicted since the sample referred to was not blood but saliba. Stop this, the same director of Forensic Medicine called another press conference to present public excuses. “I am, objectively, the only one responsible for having stated to public opinion that the blood stain referred to in that report was human blood. “I am the only one responsible.”

There is no trace of cyanide in samples from Jorge Enrique Pizano. Two laboratories reached this conclusion regarding the tissues of Odebrecht’s key witness. Legal Medicine assures that the cause of death continues to be acute myocardial infarction.

In that same press conference, Valdés made it clear that he was going to resign from the direction of the Institute following seven years. “From that moment on I made the mistake of never asking the laboratories for its origin and I only focused on the forensic results of whether or not it belonged to Mr. Pizano and whether or not there was cyanide there.”

In a 90-page ruling, the disciplinary prosecutor’s office determined that what was mentioned was a human error and no disciplinary failure was incurred. “As the analysis of the behavior censured by the disciplined person was found by this delegate to be in accordance with the law, it must be considered that they do not develop the breach of duty or the incursion into the prohibition described in the decision of charges.”

After evaluating the material evidence, the Attorney General’s Office indicated that in the aforementioned case study, what was presented was a chain of errors when the press conference was called on November 16, 2018.

“There is no indication that Mr. Carlos Eduardo Valdés Moreno (…) has incurred the foreseen prohibition (…) consisting of ‘inappropriately expressing, in a public act or through the media, opinions or criteria aimed at influencing the decision contained in judicial rulings, disciplinary, administrative or fiscal rulings are favorable to the entity to which it is linked, for its own benefit or that of a third party.”

Analyzing each of the mentions made and statements presented by the then director of Forensic Medicine in the press conferences, it is considered that he did not incur a disciplinary failure.

“There is no evidence found that determines or establishes that the demonstrations of Mr. Carlos Eduardo Valdés Moreno, on November 16, 20 and 27, 2018, influenced public opinion to demonstrate that he was working promptly and effectively, since “It showed that all the expert statements showed the opposite, that is, that the case was handled as a priority given the complexity and high impact,” the decision adds.
