A strong discussion broke out yesterday during the debate on the Health Reform, when an attempt was made to vote on the controversial article 42 of the project that talks regarding the provision of employment for the director of the State Health Institutions (ISE).
In this regard, the representative of the Green Alliance party, Catherine Juvinao, denounced that one of the propositions of this point would allow “handpicking” and changing the directors of these Institutions every four years, which would encourage clientelism.
This morning, President Gustavo Petro, expressed through his account on X that he hopes that the Chamber will not approve this article with its respective modification.

“The directors of public health centers must be nominated through strong selection processes as proposed by the government,” he trilled.
During the discussion of said proposition endorsed in article 42, the members of the Historical Pact indicated that it was part of “agreements” with parties.
Martha Alfonso assured that “a proposal ended up being agreed” made by congressmen from the Liberal party.
Given this, Octavio Cardona, of the Liberal Party, assures that it is not a proposal of the Liberal party but of “some congressmen” and that “endorsing it is endorsing corruption.”
In the text of the presentation for the second debate, the article says: “The provision of the positions of director of the State Health Institutions-ISE of the territorial order will be carried out by the respective appointing authority, within the following three (3) months at the beginning of the term of the respective municipal or district mayor or governor, for an institutional period of four (4) years, following verification of compliance with the requirements and qualities established in this law.”
As stated, it proposes that it will be the duty of the Ministry of Health to periodically consolidate a list of applicants, in accordance with the report sent to it by the Higher Education Institutions and the Administrative Department of the Public Service and these students must have taken the Administration course. Hospital and the skills test, respectively.
However, with the proposal, the competition parameters for choosing these candidates would be eliminated.
“Gentlemen, government of change, here in Article 42 that talks regarding the election of hospital directors, you have just eliminated the competition and the parameters by which the director of the new health entities is chosen,” Juvinao said during the session of yesterday.
Point 42 was removed from the block of articles that was voted on and its discussion will continue today during the debate on the health reform.
