Weapons locked in the arsenal are a bit harder to obtain, as they don’t simply require reaching a certain level to be available for use.
To access arsenal unlock weapons in Modern Warfare 3, Reach level 25, select the desired weapon you want to unlock and successfully complete three daily challenges.

Once the three daily challenges are completed, victories will subsequently be recognized as additional challenges completed.
