Korean Confederation of Trade Unions Returns to Social Dialogue: Impact on Labor, Management, and Government Relations

The Federation of Korean Trade Unions (KCTU), one of the two largest labor unions in Korea, has declared its return to social dialogue, including with the government.

The Federation of Korean Trade Unions issued a statement on the followingnoon of the 13th and announced, “The Federation of Korean Trade Unions has decided to return to social dialogue in response to the President’s Office’s request for a return to social dialogue.”

The Korean Confederation of Trade Unions’ return to the labor-management-government dialogue table comes regarding five months following it announced its withdrawal from social dialogue on June 1.

Previously, the Korean Confederation of Trade Unions announced at the National Workers’ Congress on the 11th that it would dialogue and negotiate in a responsible manner at any time on national issues and urgent issues.

In response, Presidential Office Spokesperson Lee Do-woon said in a briefing on the 13th that he was “fortunate that the Federation of Korean Trade Unions has shown its willingness to engage in forward-looking dialogue,” and added, “I hope that the Federation of Korean Trade Unions will quickly return to social dialogue and discuss various pending issues, including working hours.” “I look forward to it,” he said.

At the same time, he emphasized, “In a situation where there are many important labor issues such as the working hour system, dual labor market structure, low birth rate, and aging population, the severance of social dialogue is not helpful to both labor, management, and government.”

On the same day, in line with the announcement of the working hour reform plan by the Ministry of Employment and Labor, the Korean Confederation of Trade Unions suddenly declared a return to social dialogue, raising expectations that related discussions will pick up steam.
