The municipal government closed a new agreement with the ARB waste recyclers cooperative so that they stop being simple beneficiaries of a municipal subsidy and begin to receive treatment from a service provider company, with remuneration commensurate with the work performed.

The new agreement must now be ratified by the Municipal Council, but in principle it left the recyclers (mostly women) who are part of the ARB very satisfied. As agreed, the municipality It will ensure them a fixed monthly payment for a minimum of 80 tons of recovered waste, plus extra rewards for “productivity.”

The president of the ARB, Gladys Pichiñanco, said that lThe new conditions constitute for them “a very important step” and recognition for the 20 years of workin which more than once they maintained differences with the municipality.

The agreement that will now pass to the Deliberator establishes an agreement between the municipality and the ARB for five years. The head of the organization said that she preferred not to talk regarding numbers, when she was asked how much she promised to pay the municipality per ton of garbage treated.

Until now, the monthly subsidy charged by the ARB is 6.8 million pesos per month. In April there were 3.4 million, in July the municipality raised the contribution to 4.7 million and the last adjustment dates back to October. Other complementary payments for insurance, fuel and mineral water are added to that sum.

Pichiñanco stressed that Now there will be formal recognition of the work done and they will be paid “for the service provided” to the city in the treatment and recovery of garbage.

The ARB aims to progressively increase the volume of garbage that it classifies, bales and sells to large collection centers.. Pichiñanco said that for the most part they recover cardboard, plastics and also significant quantities of glass.

According to what was communicated by the municipality, The agreed conditions emerged following “a debate of several months” and provide a new framework of “legal certainty” to the activity carried out by the ARB.

Gennuso highlighted that the new type of relationship is part of the new policy of separation and differentiated collection of waste that the municipality implementedand which is reflected in “a greater amount of dry material available in the plant to recover.”

He also pointed out that it is “a leap that we have to value not only from an economic point of view, but also from what it means for the dignity of the ARB,” which is made up of 68 workers.
