Opinion of 03.11.23 relating to access to health for people using State medical aid (AME)

“By its opinion adopted, in “emergency procedure” in self-referral, in Permanent Commission (quorum reached) by 10 votes (unanimity of the members present)1gathered on November 3, 2023, the National Health Conference (CNS) expresses, by this opinion, its deepest concerns regarding proposals aimed at restricting or even abolishing State Medical Aid (AME)proposals formulated during the future bill to control immigration and improve integration.

The CNS had already adopted in plenary assembly December 9, 2010 a taking a position in favor of the AME2 when new restrictions on access are put in place.

The National Health Conference in 2023 as in 2010 :

reminds him attachment to the principle of equitable access to care for people residing in Franceconsidering that this access constitutes a fundamental and universal right3 ;

underline the ethical principles to which health professionals are subject, who make them obligation to provide care to any person who requires it, without condition of nationality or any other discriminatory factor. […].

The CNS would like the AME system to be improved, and not removed or restricted to emergencies only, to allow earlier access to care for the people concerned and to simplify the management procedures of this system.

Finally, the CNS, in 2023 as in 2010, insists on the requirement for an impact study before adopting any important measure relating to health.”
