Reimbursement of Physical Activity on Prescription: Budgetary Backtracking in Social Security Budget for 2024

The reimbursement of physical activity on prescription for some patients, a time integrated into the Social Security budget for 2024, has disappeared from the text, “sacrificed” pour “budgetary reasons”denounced associations on Thursday, calling on the State to “finance” these measures.

As part of the examination of the social security financing bill in the National Assembly, the government tabled an amendment aimed at reimburse assessments and adapted physical activity sessions (APA) for patients suffering from diabetes and of cancer. Allowed by a 2016 law, these sessions are now covered by certain mutual insurance companiesor as part of experiments, but not widely by Health Insurance.

We learn with amazement that for strictly budgetary reasons, this amendment was withdrawn – in the text finally adopted at first reading, via recourse to article 49.3 – and would not be represented in the Senate due in particular to an absence of ‘agreement with complementary insurers’deplores in a press release the “cardio-metabo-vascular inter-associative collective”, which brings together four associations.

“The fear of too great an additional financial burden required a commitment” mutuals, but “while they continue to demand preventive health policies, they contribute to the failure of a project which finally brought physical activity to the level recommended by all authorities”, including the High Health Authority, they continue. Backtracking

The withdrawal of this amendment is “an unprecedented step backwards to the detriment of patient well-being”, also criticize, in a text published Thursday in La Tribune, 125 patient and caregiver organizations, including France Assos Santé. They call the legislator “to fairly ensure the reimbursement of APA in a more relevant, fair and supportive trans-pathology approach“.

The use of APA is “an investment (…) with real potential savings generated. According to the World Health Organization and the OECD (Organization for Economic Co-operation and Development), each euro invested in physical activity generates 1.70 euro of economic benefits”, plead these associations. In its press kit relating to the PLFSS, the government mentioned the upcoming reimbursement of APA sessions: “this measure was expected and its realization in this Olympic year will highlight the links between sport and health. Contacted, the Ministry of Health and Prevention did not react immediately.
