LHStv.in Schaunig: Constructive conference with far-reaching results – agreement on the distribution of funds between federal states – list of obligations for the federal government decided
Klagenfurt (OTS/LPD) – At their extraordinary conference in Vienna today, the country representatives responsible for finance were able to make far-reaching decisions at the invitation of Carinthia’s finance officer LHStv.in Gaby Schaunig. “It was a very constructive meeting and I am pleased that we were able to quickly reach agreement on the crucial issues,” reports Schaunig today following the conference.
The focus of the discussions was the new financial equalization, i.e. the distribution of national tax revenue. After an agreement was reached on the distribution of funds between the federal and state governments at the beginning of October, it was now a question of distribution between the states. “We agreed that the funds for care, as well as the new future fund, should be distributed according to the population. In the area of health, the previous key, which takes many components into account, was retained,” explains Schaunig. For the state funds from the additional 300 million euros according to §24 FAG amounting to 193.14 million euros, an agreement was reached on an amount allocated with the aim of providing compensation to those states that have less in other areas of the FAG in relation to the population receive funds.
The other resolutions of the conference also concern topics relating to financial equalization. The finance officers have once once more stated unequivocally that all additional funds now agreed must result in a change to the vertical key in the next financial equalization. “In addition, the Financial Equalization Act should be changed so that changes in the tax system that are not agreed with the states in advance, but which are at their financial expense, must be compensated for. This means that the federal government must compensate the states for the corresponding loss of revenue,” explains the deputy state governor. This currently specifically concerns the announced suspension of sales tax on photovoltaic systems, which means a loss of revenue of more than 200 million euros for states and municipalities.
In addition to the announced goals that are linked to the states’ collection of funds, the future fund should also set binding goals for the federal government. “In particular, this involves creating enough training places in the area of elementary education and filling statutory health insurance doctor positions,” explains Schaunig. Extensive legal foundations would also have to be created in order to enable the states to achieve their goals. (Ending)
